The Philippines is battered by 20 or more typhoons each year causing flooding and destruction of crops, infrastructures and other properties not to mention the loss of lives. One could still remember the damage caused by typhoon Ondoy about two years ago. On September 26, 2011 typhoon Pedring made landfall in Casiguran, Aurora with 130 kph winds and gustiness of 160 kph. It brought with it rains estimated at 15-25 mm per hour. With a diameter of about 650 km it covered most of the island of Luzon.
Fish kill has become a periodic occurrence in fish pens and fish cages in inland waters and lakes in the Philippines. In 2001 fish kill happened in Bolinao, Pangasinan and this was repeated in 2007 and 2010 costing cage owners hundreds of million pesos. On February 25, 2010 about 10 tons of tilapia suffered the same fate in Magat Dam.
The forestry sector had been a pillar of the Philippine economy. As late as 1975 the gross value added (GVA) of the forestry sector was 1,265 or 1.85% of the GNP which was then 68.28 B pesos. Since then the percentage share of the forestry sector in the GNP consistently decreased and in 2008 it was only 0.09% of the GNP.
Forests and forest ecosystems are the life blood and support system of the environment. They are the habitat of diverse plants and animals, regulate the flow of water thus reducing the impacts of flash floods, protect the soil from erosion, protect communities from strong wind and tsunamis especially coastal communities, act as nurseries of marine organisms such as fish, crustaceans and shells. Forests also mitigate the impacts of climate changes.
RA 6981 otherwise known as the Witness Protection, Security and Benefit Act does not provide for the conduct of physical, medical and psychological examination of potential witnesses. Many times in the past witnesses admitted into the program have been lost by the program because they needed but were not provided one because there was no previous medical examination.
